Please chmod 755 or chmod 644 on the PHP file in question. This immediately resolve your problem!

Configuration site:
config.php files or connection to mysql 644
For all your folders files permissions 755
For the rest of your files permissions 644 or 755

You can change the permissions of your files via FTP or File Manager on your control panel Directadmin.
